Portugal’s U.S. visa checklists vary by purpose. The current D7, D9 remote-work, and D4 study checklists specify a Hague apostille on the FBI clearance for applicants to whom the FBI requirement applies.

The FBI report is a federal document. Submit it for a U.S. Department of State apostille; a state apostille is not the route for this document.

Those U.S. visa checklists do not establish a blanket Portuguese-translation requirement for the FBI check or its apostille. AIMA separately requires a Portuguese translation of the criminal-record certificate for investment residence (ARI). Confirm language, certification, and apostille-page scope with the authority for your purpose before buying a translation.
The D7, D9, and D4 checklists say the FBI clearance must be issued less than 90 days before visa submission. Plan the apostille around the FBI issue date, not the apostille date.
