SBR Fingerprint Questions

Yes. Before you can legally manufacture a short-barreled rifle, you must file ATF Form 1 and receive approval. The Form 1 application requires fingerprints for every responsible person. You cannot begin your build until the Form 1 is approved.

Form 1 is for manufacturing or making an NFA item yourself, such as building an SBR from a pistol lower or cutting down a shotgun barrel. Form 4 is for transferring an existing NFA item, such as buying a suppressor from a dealer. Both forms require fingerprints and both accept ATF-formatted EFT files for electronic submission.

Yes. eForm 1 applications accept ATF-formatted EFT files for electronic submission. This is the fastest way to submit. EFT files also never expire, so you can reuse the same file for future Form 1 or Form 4 applications.

eForm 1 applications with an ATF-formatted EFT file are currently averaging 30 to 90 days for approval. Paper Form 1 submissions with fingerprint cards can take 6 to 12 months or longer. The electronic submission with an EFT file is significantly faster.

Fingerprints are required for the Form 1 application to register the SBR. You do not need fingerprints for the AR pistol itself. The Form 1 is filed before you convert the pistol into an SBR by adding a stock or a barrel under 16 inches.
