The ORI code on your FD-258 fingerprint cards tells the ATF where to route your background check. FFL applications require a specific ORI: WVATF1100, with the destination ATF-FFLC, MARTINSBURG, WV. Fingerprint Cards for Every FFL Application

Whether you are applying for a dealer license, a manufacturer license, or an importer license, the fingerprint card requirements are the same. Every responsible person on the application needs FD-258 cards with the correct ATF ORI.

Type 01: Dealer in Firearms

The most common FFL type. Covers retail sales, online sales, and general firearms dealing. Fingerprint cards required for every responsible person on the application.

Type 07: Manufacturer of Firearms

For manufacturers of firearms, ammunition, or both. Includes gunsmiths performing manufacturing activities. Same fingerprint card requirements apply.

All Other Types (02, 06, 08, 09, 10, 11)

Pawnbrokers, ammunition manufacturers, importers, and dealers in destructive devices. Every FFL type except Type 03 (C&R Collector) requires fingerprint cards.

The ATF requires fingerprint cards from every responsible person listed on the Form 7. This includes owners, partners, corporate officers, and anyone with the authority to direct the management or policies of the business.

Solo Applicant

One person, one set of fingerprint cards. $50 for the first card, $15 for each additional card. Most applicants need two cards for their Form 7 submission.

Multiple Responsible Persons

Bring all responsible persons in together. Each person needs their own set of FD-258 cards. $50 first card per person, $15 each additional. We handle groups regularly.

Yes. Every responsible person listed on the ATF Form 7 application must submit their own set of FD-258 fingerprint cards. You can bring all responsible persons in for one visit. $50 for the first card per person, $15 for each additional card.

Yes. Type 03 Collector of Curios and Relics (C&R) FFL applications do not require fingerprint cards. All other FFL types, including Types 01, 02, 06, 07, 08, 09, 10, and 11, require FD-258 fingerprint cards with the application.

The ATF typically processes FFL applications within 60 days of receiving a complete application. Incomplete fingerprint cards or incorrect ORI codes are among the most common reasons for delays. We ensure your cards are filled out correctly the first time.

No. FFL applications require physical FD-258 fingerprint cards, not EFT files. EFT files are used for NFA transfers like suppressors and SBRs on eForm 4. Your FFL Form 7 application requires the original fingerprint cards mailed with your application package.
