Instead, it must go through a three-step verification process:
Step 1 — State Certification (If Not a Federal Document)
Documents notarized or issued by a state must be certified by that state’s Secretary of State.
Step 2 — U.S. Department of State Authentication (Washington, DC)
All documents (federal or state-certified) must be authenticated at the federal level.
Step 3 — Embassy Legalization
We hand-deliver your authenticated document to the embassy of the destination country.
The embassy attaches a legalization certificate, making your document officially valid overseas.
